A Autoridade Nacional de Proteção de Dados (ANPD) decidiu, nesta terça-feira (31), prorrogar até 1º de dezembro a Consulta à Sociedade sobre o Sandbox Regulatório de inteligência artificial e proteção de dados pessoais no Brasil. O prazo anterior era 1º de novembro.
A prorrogação ampliará o diálogo com as organizações participantes e dará mais tempo para as contribuições, o que aprimorará o desenho do projeto. São aceitas contribuições tanto do setor público quanto do setor privado, de brasileiros e de estrangeiros, exclusivamente por meio da Plataforma Participa + Brasil.
A consulta é subsidiada pelo estudo técnico “Sandbox Regulatório de inteligência artificial e proteção de dados no Brasil”. Elaborado pela Autarquia, o material detalha como sandboxes regulatórios podem ser utilizados pela ANPD para contribuir na regulação de tecnologias emergentes. A iniciativa é fruto de colaboração com o Banco de Desenvolvimento da América Latina e do Caribe (CAF), que compartilhou metodologias, conhecimentos e experiências para o desenvolvimento de sandboxes regulatórios na região.
O programa consiste em um ambiente controlado onde são realizados testes de tecnologias associadas à inteligência artificial (IA) que tenham sido ou estejam em desenvolvimento pelos participantes. O objetivo é que, após a validação desses modelos, seja possível implementar essas inovações com segurança e conformidade com as normas de proteção de dados pessoais.
Como funciona um sandbox regulatório
Um sandbox regulatório é uma experimentação colaborativa entre regulador, entidades reguladas e outras partes interessadas, como empresas de tecnologia e inovação, acadêmicos e organizações da sociedade civil. O objetivo é testar inovações em um arcabouço regulatório, adotando uma metodologia estruturada e segura.
No caso do projeto da ANPD, trata-se de uma ferramenta que trará resultados como uma eventual regulação previamente testada sobre o tema, o aumento da transparência algorítmica e o fomento à inovação responsável em IA.

The Brazilian Data Protection Authority (ANPD) decided on Tuesday (31) to extend the Call for Contributions on the “Regulatory Sandbox on artificial intelligence and data protection in Brazil” until December 1st. The previous deadline was November 1st.
The extension will broaden the dialogue with participating organizations and provide more time for contributions, which will improve the project design. Contributions will be accepted from both the public and private sectors, Brazilians and foreigners, exclusively through the Plataforma Participa + Brasil.
The consultation is supported by the technical study "Regulatory Sandbox for Artificial Intelligence and Data Protection in Brazil" (in Portuguese only). Prepared by the Authority, the material details how regulatory sandboxes can be used by the ANPD to contribute to the regulation of emerging technologies. The initiative is the result of a collaboration with the Development Bank of Latin America and the Caribbean (CAF), which shared methodologies, knowledge, and experience for the development of regulatory sandboxes in the region.
The program consists of a controlled environment where tests are carried out on technologies associated with artificial intelligence (AI) that have been or are being developed by the participants. The aim is that, once these models have been validated, it will be possible to implement these innovations safely and in compliance with the data protection legal framework.
How a regulatory sandbox works
A regulatory sandbox is a collaborative experiment between the regulator, regulated entities, and other interested parties, such as technology and innovation companies, academics, and civil society organizations. The goal is to test innovations in a regulatory framework using a structured and safe methodology.
In the case of the ANPD project, it is a tool that will yield results such as a possible pre-tested regulation on the topic, increased algorithmic transparency, and the promotion of responsible innovation in AI.
